Patiala: In a significant development during the Wikipedia training workshop, organized by the Punjabi Wikimedia Users Group in collaboration with the World Punjabi Center at Punjabi University, Patiala, an important memorandum was formally handed over to the chief guest, Tejinder Mehta, Chairman of the District Planning Committee of Patiala.
Distinguished Guests and Inaugural Session
The inaugural session of the workshop was presided over by Dr. Bhim Inder Singh, Director of the World Punjabi Center. Esteemed personalities such as renowned translator Charan Gill, Dr. Pawan Tibba, Principal of the Northern Regional Language Center, and the distinguished literary figure Balaram Bodhi graced the occasion as special guests.
The Vision for Open Access and Digital Punjabi
Aman Arora, the group’s volunteer media advisor, highlighted that the memorandum, drafted by senior Wikimedians Satdeep Gill, Nitesh Gill, and group coordinator Kuldeep Burj Bhalayke, called upon the Punjab Government to render all public-funded materials, including books, research papers, reports, and government documents, free from the shackles of copyright.
The group argues that in this era dominated by artificial intelligence, it is imperative to make more content available in the Punjabi language across the vast expanse of the internet and digital platforms, covering a wide spectrum of subjects in science, knowledge, and culture. They believe that knowledge is the collective heritage of society, and therefore, all publicly funded content should be freely accessible to students, researchers, educators, language activists, and indeed, every citizen.
Precedents and National Alignment
The memorandum also pointed out that progressive states such as Tamil Nadu and Odisha have already taken similar steps, and the Indian Government’s Open Data Licensing Policy aligns with this vision. The group expressed confidence that should the Punjab Government accede to this request, the Punjabi Wikimedia Users Group would wholeheartedly contribute by making this valuable content freely available on the internet through Wikimedia Foundation projects.
Government and Academic Response
Tejinder Mehta, in his address, responded positively to the memorandum, assuring the gathering that he would take on the role of both advocate and supporter of this cause. He promised to present the demand to Punjab’s Chief Minister Bhagwant Mann and other relevant authorities, championing its approval.
During his speech, Dr. Bhim Inder Singh too lent his unwavering support to the memorandum, affirming that, in today’s world, it is not only necessary but crucial to keep knowledge open and accessible rather than locked away. He emphasized that both government and academic institutions should adopt open licensing models to facilitate the digital advancement of the Punjabi language. He assured the Punjabi Wikimedia Users Group that the World Punjabi Center would stand behind them, offering its full support in all future endeavors.

Charan Gill, during his address, remarked that it is of paramount importance to integrate the Punjabi language into the digital age. He noted that Wikimedia projects are playing a pivotal role in this transition, with volunteers tirelessly working to expand the repository of knowledge in Punjabi. He emphasized the need to further scale such initiatives to foster the growth of the language in digital spaces. Aman Arora concluded the session by expressing gratitude to all the distinguished guests.
Technical Training and Workshop Participants
In the technical sessions that followed, Nitesh Gill, Satdeep Gill, and Kuldeep Burj Bhalayke, acting as lead trainers, provided detailed guidance on Wikipedia editing, the addition of references, and the incorporation of new content.
